published form of engaging and dismissing employees and woriquen, fill in full particulars thereof and shall sign and subiit same to the lanaging Director for endorsement of approval to its being en forced. In case of engaging or discharging foreman, driver, ör in the case of increasing, fining, or deducting his wages, provided that such wages (of such employee) exceeds $20, a form shall be filled in by the Head of that department and submitted to the Man- aging Director for his sanction to its being enforced. Engagement of menial employee whose wages is under $20 may be decided and done by the Head of the department concerned. Employee drawing a salary of under $50 may be engaged by the Head of department after having obtained the sanction of the Managing Director thereto; but employee drawing a salary exceeding $50 shall only be engaged after submission thereof by the Managing Director to the Directorate General of Chin- ese Imperial Railways for sanction thereto. In the end of each month the reason of such engagement shall be clearly set out in the statement of salaries and wages. Such statement of salaries and wages together with the forms of eugaging and dismissing em- ployees and workmen which have been sanctioned shall be submittéd to the Managing Director by whom they will be forwarded to the Chief Accountant's Department for auditing and certifying to correctness. The Managing Director will then endorse his auth isation thereon and shall then be forwarded to the Chief Cashie department by whom payment will be made according to the names. tained therein and all (payees) shall sign their names on suc counts (pay-sheets) as proofs of the receipts thereof.
